In 1976, Valley Community Services (VCS) was incorporated as a private, not for profit, agency in Southwestern Pennsylvania and established an early learning program for children from infancy through school-age.

In 1978, the agency developed Pennsylvania's first community-based residential program, (CLA's) for children and adolescents with autism. This program received a positive response from the community and attracted the attention of many parents and professionals.

In the late 1980's, the agency received a number of referrals for individuals whose special needs could not be met in a CLA setting. In response to the needs of these individuals, Valley opened several Intermediate Care Facilities to provide long-term care for individuals who needed nursing support and other specialized services.

Since then, the agency has branched out from its beginnings in southwestern Pennsylvania to operating numerous programs across the state.
